Libertas Institute is seeking a motivated person to oversee its criminal justice research portfolio to increase its impact in Utah and across the country.
This position is full-time in-office in Lehi, Utah (work in office 2 days a week minimum).
You will be responsible for:
- Focusing Libertas’s criminal justice policy research on over-criminalization and its effects: decriminalizing mental illness, expungement, sentencing reform/reduction, reintroduction into society
- Conducting in-depth research and data studies to produce policy briefs, legislative summaries, bill drafting, and writing to be submitted to academic publications.
- Following and compiling outside research for use in op-eds, videos, one-pagers, press releases, and interviews that inform and persuade.
- Supporting outreach efforts to communicate Libertas’s policy portfolio to other groups and partners.
- Collaborating with partners, stakeholders, and legislators to bring policy reform proposals to the Utah Legislature
You will bring to the role your:
- J.D., Masters of Criminology or related degree strongly preferred
- Experience in Utah’s criminal justice system strongly preferred
- Minimum 3–5 years experience in policy research or related work (such as working for a prosecutor’s, public defender’s office, or law enforcement agency). Internships count as experience.
- Policy savvy and an ability to navigate diverse, nuanced ideologies. Libertas engages with individuals who hold a wide variety of beliefs.

What Success Looks Like in this Role:
90 days:
- Establish and begin building a following on social media and other outlets as a leading voice on criminal justice reform in Utah
- Publish articles regularly on our site
- Integrate with your fellow policy team members, local partners and stakeholders here in Utah
6 months:
- Publish a policy brief covering a specific topic dealing with over-criminalization
- Publish two data study memos
- Begin offering policy solutions that can be advocated in Utah (and eventually around the country)
1 Year:
- Publish an in-depth data/research paper dealing with over-criminalization
- Help our government affairs team pass several reforms dealing with over-criminalization in Utah

About the Role
The State Government Affairs Director will play a pivotal role in expanding Libertas’ influence beyond Utah, driving policy victories that advance liberty across the United States. Reporting to the Director of Public Policy, this full-time, remote position combines strategic advocacy, legislative relationship-building, and team leadership.
This is not a traditional government affairs position. We are looking for a proven change-maker who has successfully advanced legislation, cultivated deep relationships with lawmakers, and managed high-performing lobbying efforts. The Director will be responsible for crafting and executing multi-state strategies that secure measurable policy wins, while building a strong national network of legislators, partners, and advocates aligned with Libertas’ vision.
The right candidate thrives in entrepreneurial environments, moves with urgency, and has the credibility to be a trusted voice in state capitols across the country. Success will be measured not by access or activity, but by the ability to consistently deliver legislative outcomes that expand freedom and opportunity.

You will be responsible for:
- Building and maintaining relationships with state legislators, executive branches, and other policymakers
- Partnering with like-minded organizations, stakeholders, and experts to elevate the organization’s brand and influence
- Helping work with our policy analysts and others to craft legislation unique to each state
- Assisting in hiring and then managing a small government affairs team that divides up the country by region
- Retaining, coordinating, and strategizing with lobbyists on the ground in targeted states to achieve policy wins
- Creating and executing strategic initiatives involving our legislative priorities across the country
- Being a face and voice of Libertas and representing the organization at various meetings and functions
You will bring to the role your:
- Minimum six years of experience in public or government relations of any kind, which can include being an elected official or legislative staffer
- Proven ability to craft and execute legislative strategies across diverse political environments.
- Exceptional ability to cultivate deep, trust-based relationships with legislators, policymakers, and advocacy partners.
- Demonstrated success in building and leading high-performing advocacy or government affairs teams.
- Track record of delivering quantifiable policy outcomes, not just activities or access.
- Outstanding written and verbal communication skills; able to persuasively advocate in diverse political contexts.
- Self-starter who thrives in dynamic, lean environments and creates opportunities where none exist.
- Deep belief in individual liberty and ability to collaborate respectfully across ideological differences.
- Ability to travel often around the country (~40%)

Expectations
90 days:
- Devise and present a plan to aggressively expand Libertas’ influence and reach in all relevant state capitols
- Understand all aspects of our core policies: history, growth roadmap, impact, vision, etc.
- Develop a robust pipeline of potential sponsors and initiate contact with key decision-makers
- Begin building relationships with relevant stakeholders, including SPN partners, advocacy groups, etc.
- Secure at least 20 meetings with local sponsor prospects
6 months:
- Begin managing a number of lobbyists within our target states
- Help manage the introduction and passage of bills in at least 10 different states during the 2026 session
- Secure at least 25 meetings with potential or current sponsors
1 year:
- Help build out a government affairs team to divide the country in four
- Secure 25 solid bill sponsors for the 2027 session

The Tech & Innovation Policy Analyst will report to the Director of Policy. While the ideal candidate will work from the Lehi, Utah office at least two days per week, the position also offers the flexibility to be performed virtually from anywhere within Utah.

- Expanding Libertas’s technology and free enterprise policy research in the following areas: permissionless innovation, the Future of the Workforce, emerging technologies and more.
- Conducting in-depth research to produce policy briefs, whitepapers, and legislative summaries.
- Following and compiling outside research for use in op-eds, videos, one-pagers, press releases, and interviews that inform and persuade.
- Supporting outreach efforts to communicate Libertas’s policy portfolio to other groups and partners.

The Opportunity
Libertas Institute is seeking a driven and intellectually curious Privacy Policy Analyst to lead and level up its privacy policy portfolio and research capabilities to increase its impact in Utah and across the country on policies affecting government obtaining and using private data.
This position reports to the Director of Policy and is based in Lehi, Utah. A hybrid schedule is available, with at least two in-office days per week.
You will be responsible for:
- Expanding Libertas’s policy research in the following areas: Fourth Amendment protections, dismantling the Third Party Doctrine, government use of biometric data, government use of surveillance technology.
- Conducting in-depth research to produce policy briefs, legislative analyses, and scholarly articles for academic publications.
- Synthesizing external research into op-eds, videos, one-pagers, press releases, and interviews that inform and persuade.
- Supporting outreach efforts to build coalitions and promote Libertas’s privacy policy initiatives nationwide.
- Directing the efforts of our Privacy Scholar Network and organizing periodic events to showcase the scholars.
