Policy Director
Libertas Institute is seeking a motivated person to help level up its policy portfolio and research capabilities to increase its impact in Utah and across the country.
Libertas Institute is an award-winning think tank in Utah with an 86% track record seeing its recommendations become law. We are exporting our policy victories to other states, and as part of the Libertas Network, support projects such as the Children’s Entrepreneur Market and the acclaimed Tuttle Twins children’s books that are read by millions of people throughout the world.
You will be responsible for:
- Leading a team of five policy analysts in the areas of free enterprise, property rights, education empowerment, privacy, and building alternatives to criminalization.
- Expanding Libertas’ policy research into using modeling, statistical analysis, and data visualization to create compelling, evidence-based policy recommendations.
- Overseeing in-depth research to produce policy briefs, legislative summaries, and writing to be submitted to academic publications.
- Following and compiling outside research for use in op-eds, videos, one-pagers, press releases, and interviews that inform and persuade.
- Supporting outreach efforts to communicate Libertas’s policy portfolio to the public, legislators, as well as other stakeholders and supporters.
- Educating public officials in Utah and around the country about Libertas’ priorities
- Overseeing our internship program as well as partnering with our director of government affairs to lead our Leadership Academy.
You will bring to the role your:
- Minimum 5 years’ experience in policy research (or related work, such as practicing/studying law in a relevant policy area). Internships count as experience.
- Two years or more of leadership experience managing at least two other individuals is preferred, but not required.
- Specific examples of data-driven analysis you have produced, using modeling, statistical analysis, and/or data visualization.
- Policy savvy and an ability to navigate diverse, nuanced ideologies. Libertas engages with individuals who hold a wide variety of beliefs.
- Excellent oral and written skills.

What Success Looks Like in this Role:
90 days:
- Review and familiarize yourself with our past policy work, including policy briefs and legislative initiatives
- Assist in filling out the policy analyst team
- Begin publishing articles at least weekly on our site
- Integrate with your fellow policy team members, national government affairs team advocating for privacy reforms in other states
6 months:
- Help execute five policy events with the help of the comms and events team
- Oversee the publishing of at least five policy briefs from our policy team
- Begin offering policy solutions that can be advanced in Utah (and subsequently around the country)
1 Year:
- Organize and execute one major policy research project, with rough plans outlined for three more
- Two or more policy analysts have been published in an academic journal
- Help our government affairs team pass a significant reform for each of our policy pillars in Utah
This position is full-time hybrid in Lehi, Utah (work in office 2 days a week minimum)

Privacy Policy Analyst

The Libertas Institute is seeking a motivated person to expand its privacy research portfolio to increase its impact in Utah and across the country.
This position is full-time in-office in Lehi, Utah (work in office 2-3 days a week minimum), though we are open to considering remote candidates.
You will be responsible for:
- Expanding Libertas’s privacy policy research in the following areas: Fourth Amendment protections, dismantling the Third Party Doctrine, government use of biometric data, government use of surveillance technology
- Conducting in-depth research to produce policy briefs, legislative summaries, and writing to be submitted to academic publications
- Following and compiling outside research for use in op-eds, videos, one-pagers, press releases, and interviews that inform and persuade
- Supporting outreach efforts to communicate Libertas’s policy portfolio to other groups and partners
- Directing the efforts of our Privacy Scholar Network and organizing periodic events to showcase the scholars
You will bring to the role your:
- Minimum 2–3 years’ experience in privacy policy research (or related work, such as practicing/studying law in the privacy space). Internships count as experience
- Policy savvy and an ability to navigate diverse, nuanced ideologies. Libertas engages with individuals who hold a wide variety of beliefs
- Excellent oral and written skills
- An entrepreneurial, collaborative mindset
- A firm belief in individual liberty
- Ability to travel occasionally to conferences and policy events
- A law degree is preferred, but not required

- Publish articles regularly on our site
- Integrate with your fellow policy team members, national government affairs teams advocating for privacy reforms in other states, and the members of the Privacy Scholar Network
6 months:
- Publish a policy brief
- Oversee the publishing of at least a half dozen papers from the Privacy Scholar Network
- Begin offering policy solutions that can be advocated in Utah (and eventually around the country)
1 Year:
- Organize and execute a privacy symposium
- Publish in an academic journal
- Help our government affairs team pass several privacy reforms in Utah

Criminal Justice Policy Analyst

Libertas Institute is seeking a motivated person to oversee its criminal justice research portfolio to increase its impact in Utah and across the country.
This position is full-time in-office in Lehi, Utah (work in office 2 days a week minimum).
You will be responsible for:
- Focusing Libertas’s criminal justice policy research on over-criminalization and its effects: decriminalizing mental illness, expungement, sentencing reform/reduction, reintroduction into society
- Conducting in-depth research and data studies to produce policy briefs, legislative summaries, and writing to be submitted to academic publications.
- Following and compiling outside research for use in op-eds, videos, one-pagers, press releases, and interviews that inform and persuade.
- Supporting outreach efforts to communicate Libertas’s policy portfolio to other groups and partners.
- Collaborating with partners, stakeholders, and legislators to bring policy reform proposals to the Utah Legislature
You will bring to the role your:
- Masters of Criminology or related degree preferred, but not required
- Minimum 1–2 years experience in policy research (or related work, such as working for a prosecutor’s or public defender’s office). Internships count as experience.
- Policy savvy and an ability to navigate diverse, nuanced ideologies. Libertas engages with individuals who hold a wide variety of beliefs.
