SCR 7: Do Not Assume Spikes in Revenue Continue Forever

Remember the stimulus checks, credits, and PPP loans many received in 2021? Would it be prudent for a family or business to budget assuming those will continue?

No, it wouldn’t — and similarly, state and local governments shouldn’t make the same mistake with the record-breaking spikes in revenue they received.

While there are a number of ideas circulating about what to do with the surpluses, Senator Lincoln Fillmore is sponsoring Senate Concurrent Resolution 7, a resolution that encourages something everyone should get on board with — don’t assume spikes in revenues will continue indefinitely.

Specifically, this resolution calls on counties, cities, and towns to consider above-trend revenue growth as one-time revenue as opposed to ongoing revenue. While this resolution is non-binding, it contains a much-needed message of fiscal responsibility.
