While moral or ethical concern is appropriate, it is wrong to criminalize non-action, especially when there may be legitimate reasons why a person would not be able to willing to call authorities in a particular circumstance.

    This bill failed in the House 20-51. Libertas supports a "nay" vote.
  • HB248: Compensatory Service in Lieu of Fine Amendments (2018)
    This bill provides all defendants of class B misdemeanors and below an option to choose community service instead of paying a fine. Indigent Utahns especially deserve an alternative options so they are not subjected to late fees, interest, and arrest for failure to pay.

    This bill passed the House unanimously and passed the Senate 22-1. Libertas supports a "yea" vote.
  • HB178: Good Landlord Amendments (2017)
    This bill prohibits most cities from requiring property owners to deny tenancy to convicted criminals as a condition of joining the city's "Good Landlord" program.

    This bill passed the House 62-9 and passed the Senate unanimously. Libertas supports a "yea" vote.
  • HB97: Limitation on Local Government Regulation of Animals (2014)
    This bill prevented a municipality from adopting or enforcing a breed-specific ordinance regarding dogs. Many cities previously prohibit ownership of certain types of dog breeds, and this bill invalidated those ordinances.

    Libertas Institute supported this bill. To the extent that cities are violating the property rights of Utahns, then the legislature should intervene and protect those rights. This bill is not so much about dog ownership as it is about property rights and the ability of Utahns to freely enjoy the ownership and companionship of a domestic dog of their choosing.

    This bill passed the House 41-30 and passed the Senate 26-2. Libertas supports a "yea" vote.
