The law, as it now stands, is a marked improvement on what existed before. However, it remains to be seen how well the new restrictions will keep future executive branch employees in check in order to protect essential personal freedoms despite whatever future emergency occurs. 
The Legislature needs to reassert its authority during this session to ensure that current and future pandemics and emergencies do not trigger excessive executive power.
This bill exerts greater control over emergency declarations by the executive branch in state and local government.
